Ms. Ulibas-Montero was admitted to the Philippine Bar in 2011. She passed the Certified Public Accountancy Licensure Examination in 2006. She is a member of the Integrated Bar of the Philippines (IBP) and the Philippine Institute of Certified Public Accountants (PICPA).
Ms. Ulibas-Montero finished her Bachelor of Science degree in Accountancy from the Divine Word College of Bangued. She obtained her Bachelor of Laws degree from the Far Eastern University.
